He is on the pirate ship you use in the pirate section of the game. Just press "y" when on the ship and you will see yourself on the ship. You will be able to walk around this way. Just go into the Captain's Quarters and you will see him there.
Allright, so, other then the fuyuki, koyuki, natsumi, saburo, and momoka sidequests, there's nothing else to do other then beat the game and clear the arena?
There is balloon mini game and the Kero card battles as well. Then there is Morlia Gallery. You can also restart the game.
Are there any factors that affect rare item drop rates that have been confirmed? It'd just be something nice to know, y'know.
Seems like you can only have them drop very late game, like before final boss late.
One user was trying to farm early game and it never dropped yet when I did it late game it came fast.
i cant play the game. After the conversation, it keeps going back to the title screen. Any one can help?

Sort of. There is an item called あくまのすず which increases the chances of enemies showing up. More enemies, more drops. And more drops, the higher the chance it's a rare drop. Also it gives you more XP.
Your best bet to find the rare drops is after you beat the game. It might work just before it but I would go with after just to make sure
