ok does the keroro oekaki use the same log in as the keroro forums? so i dont have to resign up Keroro Blush

No, it doesn't unfortunately... You need to make a seperate account.

MyBB (the forum software) can't be integrated into oekaki system at the moment. If you want to join the oekaki, you will be required to create an account there.
